Competency-based training should show what people can still do

Competency-based training starts with a workplace ability, matches evidence to that ability, and checks whether people can still perform when the skill is needed.

A home-care nurse completed safe-mobility training several months ago. Today, she is helping an older patient rise from an armchair and move to a walking frame. There is no trainer beside her and no answer key. The result that matters is whether she can notice instability, position herself correctly, and guide the transfer safely without step-by-step prompts.

Competency-based training organizes workplace learning around demonstrated ability. It defines the performance expected in the job, gathers evidence suited to that performance, and checks whether the ability remains available when it is needed. Course attendance and completion remain useful administrative records. They answer a different question from whether someone is ready to perform.

What competency-based training should show

A course-centred programme usually starts with content: the modules to deliver, the time allowed, and the test at the end. A competency-based approach starts with a workplace outcome. What must this person be able to do, under which conditions, to what standard, and with how much independence?

For the home-care nurse, competence includes more than recalling the safe-transfer steps. She must read the room, communicate with the patient, recognise a change in balance, and adjust without creating another risk. That outcome combines knowledge, judgement, and execution.

The evidence must therefore be proportional to the claim. A knowledge question can show whether a critical signal is remembered. It cannot, by itself, prove that the complete physical and interpersonal skill is performed safely.

Start with the job outcome, not the course

“Understands safe transfers” is too vague to guide learning or assessment. A useful outcome describes observable work. For example, the employee prepares the space, selects appropriate support, explains the movement, responds to instability, and knows when to stop or escalate.

Work backwards from that outcome:

  • Decide what must be recalled without assistance and what may be looked up.
  • Describe the common and difficult conditions in which the skill is used.
  • Set the quality, safety, and independence standard.
  • Choose who can judge the evidence and what would count as sufficient.

This keeps a competency framework connected to the job. Renaming course chapters as “competencies” changes the label while preserving the same content-led design.

Match the evidence to the ability

Different abilities call for different evidence. Short questions can reveal whether an employee retrieves essential facts and recognises warning signs after a delay. Assessment-based learning makes those attempts and their feedback part of learning, rather than reserving questions for a final checkpoint.

Realistic cases can show how someone distinguishes between plausible options. A care worker might decide whether a transfer can continue or requires help. A financial adviser might identify when an unusual payment instruction needs escalation. Well-designed case studies connect policy with practice by making the learner interpret relevant details instead of reciting a rule.

Physical, interpersonal, and complex judgement skills also need evidence closer to execution. Observation, simulation, supervised performance, work samples, or quality reviews may be appropriate. Learning data can identify what someone remembers and where practice is needed. Workplace evidence confirms what happens in context. Together, they support a more credible conclusion than either source alone.

Competence needs a time dimension

An employee may demonstrate a skill immediately after instruction and struggle months later. The word “still” in the title matters because readiness has a date. A result should make clear what was demonstrated, how it was demonstrated, and when the evidence was collected.

That is why a certificate is a limited indicator of competence. It records an achievement at a point in time. It cannot guarantee current performance indefinitely.

Set a review interval around the task. Frequently used skills may produce regular workplace evidence. Rare but consequential decisions may need scheduled retrieval, scenarios, or supervised checks. The goal is not to retest everything equally. It is to refresh the evidence and reinforce weak or high-risk elements before the next important moment. This is the principle behind keeping a workforce continuously competent rather than relying on pass marks.

Common competency-based training mistakes

Several design choices weaken the model:

  • treating module completion as proof that an outcome was mastered;
  • writing outcomes with verbs such as “knows” or “understands” without defining observable performance;
  • choosing evidence because it is easy to record rather than because it supports the claim;
  • using a knowledge quiz to infer physical or interpersonal execution;
  • repeating one familiar case until the item is memorised;
  • allowing one pass to remain current without a meaningful review point.

Completion, quiz results, and time spent can all be useful. The mistake is presenting them as broader evidence than they are.

How to evaluate a competency-based training approach

Ask a provider or programme owner to show the full chain from work to evidence. Are outcomes defined at the level of real tasks? Can the system separate completed learning from current performance evidence? Does it report at skill or topic level, show when evidence was gathered, and identify where targeted reinforcement is needed?

Then inspect the boundaries. A learning platform should be clear about which knowledge and judgement it can help demonstrate and where observation or operational data must complete the picture.
